UK & Ireland 2028 Limited is the local organising committee responsible for delivering UEFA EURO 2028 across the UK & Ireland. We work on behalf of the five Football Associations and in partnership with governments, host cities, stadiums and delivery partners to plan and deliver the tournament safely, inclusively and to world-class standards.

About UEFA EURO 2028

UEFA EURO is one of the world’s largest sporting events. In 2028, it will be hosted across multiple cities in the UK & Ireland, requiring large-scale coordination across transport, infrastructure, stadiums and public services. UEFA owns the tournament and sets requirements; UK & Ireland 2028 Limited is responsible for delivering it locally.

The Role

The Procurement Manager is a key role within UK & Ireland 2028 Limited, responsible for managing procurement pipeline and tender processes across the business and crucial in supporting compliance with Procurement Policy.

This role supports the successful delivery of the UK&I 2028 Tournament through inclusive, values-driven and performance-focused contribution. The role is expected to model our organisational values: Embrace the Opportunity, Achieve Excellence, and Thrive Together.

What you’ll be doing

• Maintain senior-level internal and external stakeholder and supplier relationships, including The FA Group and UEFA.
• Work closely with UK&I 2028 divisions to create sourcing plans and tender documentation which are comprehensive, transparent, and designed to deliver best value and achieve the entity’s objectives.
• Work closely in particular with Security and Fan Transport divisions to complete large-scale procurement activity finding the right strategic model to achieve respective objectives.
• Conduct pricing analysis, ensuring that all recommendations are underpinned by solid financial comparisons.
• Lead the procurement activity (plan, source, select, management and delivery) for the entity.
• Manage the end to end sourcing activity including tender documents, invitations to tender, post tender reports etc.
• Liaise directly with suppliers during the tender process to ensure they receive the relevant information, invites and responses.
• Lead in the negotiation and implementation of agreements working closely with the legal team and the appropriate UK&I 2028 division.
• Ensure that suitable contracts are negotiated and placed with suppliers, which minimise risk and protect the commercial interests of the organisation. This will include business continuity plans for any suppliers or items of supply which may be classed as critical.
• Support the delivery of the Sustainability Strategy through management of procurement process.
• Executes additional tasks as required in order to meet the changing priorities of the entity.
• Comply with all company policies and procedures to ensure the highest standards of health, safety and wellbeing can be maintained.

What we’re looking for

Essential experience and skills:

• Ability to operate in a dynamic working environment, handling multiple tasks and deadlines.
• Strong levels of service management delivery for both internal and external customers.
• Varied procurement experience covering corporate and operational requirements.
• IT skills – Microsoft Office suite of applications, especially Excel, PowerPoint, Word and Outlook.

Location & Working Pattern

Based at Wembley Stadium, with travel across the UK & Ireland as required.

2026: 3 days/week onsite
2027: 3–4 days/week onsite
2028: Full-time onsite during tournament delivery
