THE ROLE The health, safety and business continuity manager is responsible for the day-to-day management, coordination, and continuous improvement of the club’s health & safety, risk, and operational resilience arrangements across the stadium and wider estate.Reporting to the Operations Director, the role provides professional leadership on health & safety legislation, risk management, business continuity and major incident planning. The role is key in ensuring the club meets, and exceeds, its statutory obligations for health and safety and is aligned to industry best practice to deliver a safe working environment for all staff and visitors.The post holder will work in close partnership with Operations Team colleagues, ensuring that health & safety systems and procedures, risk registers, and business continuity plans are developed, implemented and maintained. This will also include supporting stadium safety certification, event planning, and live operational delivery
KEY RESPONSIBILITIES
Health and safety management
- Act as the club’s operational lead for health & safety management across the entire estate including both matchday and non-matchday events and activities.
- Implement and maintain the club’s health & safety policies, procedures, and safe systems of work.
- Ensure health & safety requirements are embedded into day-to-day operations, maintenance activities, projects, and non-matchday events.
- Lead the investigation of health & safety incidents, accidents, and near misses outside of live event command situations.
- Provide competent advice and guidance to managers, supervisors, and contractors on health & safety matters.
- Support the Operations Management Team in fulfilling their duties as a senior duty holder.
- Closely align with the Stadium Safety Officer & Head of Security to ensure all security and safety requirements are implemented.
- Carry out internal health & safety inspections and compliance audits across the Club.
- Promote a positive health & safety culture focused on prevention and ownership.
Risk assessment and control
- Develop, review, and maintain suitable and sufficient risk assessments, method statements (RAMS), permit to work systems and safe operating procedures for operational, facilities, maintenance, and project activities.
- Identify emerging risks across operations, events, and projects, escalating issues appropriately to the Operations Director.
- Maintain and contribute to the club’s operational and organisational risk registers.
Business continuity, major incident planning and investigation
- Lead the development and implementation of business continuity, emergency planning and incident management strategies across the organisation.
- Lead horizon scanning and risk assessment activities to identify potential incidents and business disruptions.
- Lead on delivery of organisational wide training and development in the areas of business continuity, including desktop exercises, scenarios and lessons learned reviews.
- Support the Stadium Safety Officer with post-event investigations where incidents relate to spectator safety, crowd management, or event operations.
- Ensure statutory and organisational reporting (e.g. RIDDOR where applicable, organisational KPI’s) is completed accurately and on time.
- Provide clear incident insight and assurance reporting to the Head of Operations and Operations Director.
Matchday, event, and operational support
- Provide health and safety systems, assurance and governance support across the club, while recognising that live event command, spectator safety and crowd management sit with the Stadium Safety Officer
- Review event safety documentation where it interfaces with contractor safety, infrastructure safety, or estate-wide controls.
- Participate in post-event reviews to identify insights, lessons learned and improvement actions.
- Support colleagues across the organisation to prepare, coordinate, and review health & safety and compliance evidence to meet Professional Game Board requirements and Minimum Standards submissions.
PROFILEKnowledge and experience
- Demonstrable health & safety competence in risk assessment, incident investigation, and compliance management in a live, high-foot fall operational environment.
- Sound knowledge and ability to apply current UK Health & safety legislation, Approved Codes of Practice (ACOPs), and HSE guidance.
- NEBOSH National General Certificate (or equivalent Level 3 qualification) or higher
- Demonstrable experience in business continuity planning and organisational resilience.
- Proven track record of leading health and safety management systems, supporting audits, managing incidents and influencing operational teams at management level.
- Proven ability to develop and maintain operational processes and standard operating procedures.

Excellent written communication skills and ability to develop and produce clear, accurate and informative management reports, statistics, and information on key performance indicators.
