Promotes the appreciation of the sport of rugby union in Fiji and manages the Flying Fijians, Fijiana, Fijian Sevens and Fijiana Sevens
The Chief Operating Officer (COO) is a key member of the FRFUL Executive Leadership Team, responsible for the strategic and operational leadership of all rugby-related activities in Fiji. This role ensures the seamless execution of all competitions, tournaments, and development programs, while upholding the highest standards of governance, compliance, and player welfare. The COO will lead a diverse team of staff and volunteers to deliver a world-class rugby experience for all participants and stakeholders.
ROLES AND ACCOUNTABILITIES
1. Strategic Operations & Program Management:
· Oversee the day-to-day operations across all FRFUL rugby programs, including High Performance, Development, and Community Rugby.
· Ensure all scheduled competitions, tournaments, and events are delivered on time, within budget, and to the highest standard.
· Provide direct operational support and guidance to all affiliated provincial unions.
· Supervise and coordinate initiatives to grow grassroots participation across Fiji.
2. Governance, Compliance & Integrity:
· Ensure full compliance with all FRFUL governance frameworks, Standard Operating Procedures (SOPs), and Field of Play (FOP) regulations.
· Minimize compliance breaches across all tournaments and programs.
· Implement and oversee robust risk management and integrity measures across the organization.
· Conduct an annual review of the Tournament Operations Plan (TOP).
3. Training, Education & Safeguarding:
· Deliver and oversee World Rugby training modules, including Introduction to Law Management (ILM) and Union Management Programme (UMP).
· Mandate and ensure that all member unions complete the FRFUL Safeguarding policy training.
· Develop and implement specialized FRFUL curricula to complement World Rugby courses, including:
o Fiji Rugby Performance Coach Level 4
o Team Manager Curriculum
o Team Doctors Curriculum
· Lead the training and professional development of all operational staff and volunteers.
4. Financial & Resource Management:
· Work closely with the CEO and CFO to develop and manage the operational budget, ensuring alignment with FRFUL’s strategic goals.
· Drive cost-efficiency and financial sustainability across all rugby programs and events.
· Manage the logistical planning and resource mobilization for all National team training camps and tours.
· Manage the FRFUL fleet in a systematic and cost-effective manner.
5. High Performance & Pathway Development:
· Ensure High Performance and Development programs are adequately resourced and well-supported.
· Restructure the Schools Rugby program to better identify and align talent with high-performance objectives.
· Manage capital projects related to rugby infrastructure and high-performance facilities as required.
6. Committee & Stakeholder Management:
· Manage all game-related committees, providing secretariat support and strategic direction.
· Chair the Fiji Rugby Referees Association (FRRA) committee, and oversee the Fiji Secondary Schools Rugby Union (FSSRU) and Fiji Primary Schools Rugby Union (FPSRU) until proper governance structures are firmly established.
· Manage all operational aspects of international fixtures hosted by Fiji Rugby.
7. Reporting & Leadership:
· Provide timely and accurate reporting on operational performance, risks, and achievements to the CEO and the FRFUL Board.
· Lead, mentor, and manage the operational department, fostering a culture of high performance, collaboration, and accountability.
· Perform any other duties as delegated by the CEO.
QUALIFICATIONS, SKILLS & EXPERIENCE
Essential:
· A minimum of 10 years of senior management experience in a complex operational role, preferably within sports administration or a related field.
· Proven track record in managing large-scale events, competitions, and multifaceted programs.
· Demonstrable experience in financial and budget management, with a focus on cost efficiency.
· Strong understanding of governance, risk management, and compliance frameworks.
· Exceptional leadership skills with experience in managing, training, and motivating diverse teams and volunteers.
· Excellent stakeholder management and communication skills, with the ability to engage at all levels.
· A deep commitment to and understanding of player welfare and safeguarding principles.
Desirable:
· A relevant tertiary qualification in Business, Sports Management, or a related field.
· In-depth knowledge of the rugby landscape in Fiji and the Pacific region.
· Direct experience with World Rugby regulations and educational programs.
· Project management certification (e.g., PRINCE2, PMP).
