The Football Association of Wales is the governing body of association football and futsal in Wales, and controls the Welsh national football team, its corresponding women's team, as well as the Welsh national futsal team.

In recent years the scope of Club Licensing in Wales has grown to include a system at UEFA, Tier 1, Tier 2 and Tier 3 level in the men’s game and UEFA, Tier 1 and Tier 2 level in the women’s game – each with their own set of criteria. Applicant clubs are annually assessed before being awarded or refused the requisite license. During the 2021 / 22 season, the FAW managed a total of 223 applications across all these tiers in Welsh football.

The Club Licensing Executive will be responsible for managing the Club Licensing process for all Tier 2 and Tier 3 Club License applications in the men’s game.

Key Areas of Accountability and Responsibility

  • Primary point of contact for Tier 2 & 3 applicant clubs whilst offering support & guidance where necessary to meet the Tier 2 & 3 criteria.
  • To conduct Tier 2 & 3 ground inspections throughout Wales, provide feedback and if necessary, action plans to applicant clubs.
  • To organise, prepare and present a report on each application for the Tier 2 & 3 First Instance and Appeals Body.
  • To draft decision letters, in conjunction with FAW Club Licensing Manager and Chair of the Decision-Making Bodies before sending to applicant clubs.
  • To work with the FAW Club Licensing Manager and FAW Communications Department with regards to any Club Licensing related press releases.
  • To support the FAW Club Licensing Manager with the UEFA & Tier 1 Licensing process, as and when required.
  • To review the Tier 2 & 3 Club Licensing Regulations annually and update where necessary.
  • Assisting with the administration of the Welsh Ground Improvements fund including; advising clubs, arranging and attending WGI Board meetings, presenting applications to the Board, drafting minutes and decision letters following each Board meeting

Person Specification


  • Educated to degree level or equivalent, or equivalent work experience (essential).
  • Experience of Microsoft applications, for example Word, Excel and Outlook are essential.
  • Experience of electronic filing systems.


  • Knowledge and understanding of domestic football in Wales (essential).
  • Knowledge of the Club Licensing system in Wales and / or within UEFA (desirable).
  • Excellent written and verbal communication skills.
  • Strong interpersonal skills.
  • Must be self-motivated with excellent organisational skills.
  • Demonstrate flexibility.
  • Show willingness to learn.
  • Demonstrate attention to detail.
  • The ability to deal with difficult matters professionally and in confidence.
  • The ability to work as part of a team but also without supervision.
